Toony Wings?

Hey guys, I've looked around, but I'm only finding tutorials for realistic wings. I'd like to build a pair of really cartoonish wings for my partial. They'd look like this:

Is there any way I could make these? I was thinking of doing wire supports with foam to bulk them out and then sewing a 'sheath' for them. I have green fleece and grey seal fur at my disposal. Any ideas?
