Spandex dragon tail?

I am currently working on my 2nd "fur"suit (actually more of a scalesuit this time :p)
This is the character I am making:

Now for the tail I kinda want some advice before I dive into this to make sure I am not wasting a ton of materials.
I ordered some white spandex online that I will be using to make this tail and paint it by hand (do not own an airbrush).
For the paint I will probably be mixing regular amsterdam/talens acrylic paint with some golden airbrush medium I had laying around.

Now here are some of the questions that I have:

-for the tail I was thinking about using a foam base that sits against the body like you can see on the WIP pics of the sonar suit caninehybrid made.
The only difference would be that I was thinking about adding a foam core all the way down to make it a bit sturdier and adding stuffing around that core because I think since I will be working with spandex it may be a bit too droopy if I only use stuffing but all foam would have almost 0 movement in it.

-is spandex actually a good idea for a tail or will it look lumpy/wrinkle up?

-will the paint mixture I plan on using work (also recommended mix ratio?) and will I be able to get a decent finishing by painting everything by hand?

-how would I go about adding the spikes? I was thinking about making them out of foamies, setting them in the foam core of the tail, add spandex over those that I can sew/glue to the tail core and have the seam for the main tail piece run along the spikes so I can sew it to them
