Pinata Partial

Sorry if I mess up formatting or anything, I'm extremely new to Live journal ^^;
So I'm looking to make my first suit, it'll be a partial because money, and since my character is kind of a wonky species (pinata) I was hoping for some advice.
It may be hard to tell in her ref sheet but she is just like any other pinata, covered in paper instead of fur. Obviously I won't be using paper for her, but I have seen some people using foamies. I can't help but feel this will leave all the little squares looking super stiff and limit movement. So I was wondering if it would be possible to "fur" her head in just plain cotton, and then glue or sew on small squares of fleece in the order of her markings?? I feel like fleece would be a lot more cost effective than foamies as well, while still holding up.

Secondly, how would one go about the markings on her neck? They're pretty small and I don't know how I could get the look of little circles without drawing directly on the fleece and getting an ugly look.

Thirdly, her tail! I actually have two questions about this. Firstly, how can I keep the blue and yellow part standing straight up like on the ref? It doesn't have to wag at all, as the orange,red,and yellow parts can do that naturally by attaching them to the tip. Second, I'll be wearing the leather jacket and grey skirt shown on her ref with tights. How could I attach the tail to the skirt without a belt loop or anything? I'd prefer not to make any sort of holes in the skirt but if I have to, I can.
