Hot glue and expanding foam?

Hopefully I do this correctly, I've never done much on here, but I need some help in regard to expanding foam and glue. I'm talking about the sort that DVC uses in their foam head blanks. Hot glue has not been working at all, and usually peels right off. Are there any alternatives or tricks to getting things to stick? I'll include a picture below of the foam head blank if anyone wants to see it.

I've also tried both high and low temp hot glue, low temp stuck a bit better, but still peels right off. Any help is greatly appreciated!
