moving jaw moves head - ideas? also: wip pics!

Alright.. so I built my base, I'm pretty happy with where it is right now. I continually add and take off bits of foam, but the general shape is right, i think. It's only missing ears, a nose, and the inside of the mouth - I have ears made but they're mostly placeholder, I can't visualise how to get the shape i'm trying for.

So, since it's almost done, I took it off the mannequin and tried it out. The jaw worked perfectly before (last time I tried it on, that is), but now the whole head moves when I talk. I'm not sure how to remedy this - I took out some of the foam holding the jaw and the head together, and it didn't seem to help. When I hold the head flush to my face it helps, and the jaw also seems to not be "holding onto" my chin like it needs to.
I had a few thoughts.. Maybe I can put more elastic around different parts to help the balaclava have more form? My thinking is that it will have a head-shaped space on the inside so it will "hold" my head in place compared to the foam head. Along the same lines, maybe I could make something like that with foamies/foam, but I'm worried about ventilation and bulkiness.
Of course, I might just have to start over. I'd prefer not to, because I hate wasting things, but it might be a fatal design flaw that I just didn't account for.
