Help with neck poof?

Hi! I'm going to start work on my first head very soon and I was hoping to get some tips~

General tips for working with the below design are appreciated (only the head tho, I won't be making a full suit of it), but specifically I need help with ways to make the neck nice and fluffy/poofy on this sheep!
