Keeping arm-sleeves up on shoulders?

Hi guys! I'm having some issues with fursuit repairs that need to be done within a couple of weeks. This place has been awesomely helpful in the past so I figured I would ask here.

When I made the wings (basically constructed like arm-sleeves) for my owl and puffin fursuits, I followed the advice of my sewing mentor, using velcro in the front of the wing (attaching right on the shoulder of the bodysuit) and a pair of velcroed straps behind the back of the suiter to keep the (somewhat heavy) wings on. I originally used this method because I knew that we would be doing some vigorous dancing in our fursuits, so it sounded like a good idea to keep the wings in place.

However, just last night, when practicing a dance in suit, we found out that the velcro on both the strap and straight on the suit appears to be "wearing out" in that the two velcro thingies don't stick to each other any more, so when we move our wings more than a little, they just slide right down our arms.

I thought I would be able to fix the problem by putting elastic in the inside of the wing like many people do with their fursuit arm-sleeves, but this doesn't help either, since in my case the wing is positioned right on the shoulder of the suiter, and since a person's arm is smaller than his/her shoulder, the wing just slides right down again - that is, the elastic doesn't hold because of the shape of the arm.

I would make it easier and sew the wings directly to the suit, but the problem with that is then the suiter can't put their head on because wings don't have the same mobility as hands, and the way the suits are built, putting the head on before the rest isn't a reliable option.

Does anyone have any other ideas for getting the wings to stay on our shoulders?
