How to make this head and muzzle shape?

Hello, all! I'm going to attempt to make a fursuit head of my angry dragon character, and I've recently seen a lot of heads that have the face shape that I'm going for. Under the cut are some photos of heads that I'd like to emulate (the base is by TBD fursuits and the dragon head is by The Grotto Creations). Since this will be my first head, I'm wondering what a pattern for a head and muzzle shape like this would look like. Any help with patterning, technique, or materials would be great, thanks!
