Gluing Foam to Balaclava: Without Super 77?

Well I decided to make my first fursuit head out of foam using the balaclava/ninja hood method. It seems it would be a lot easier for me to do because I have resources available close-by, where as with a resin mask I would have to either travel quite a distance or order materials online. I also want to start the head as soon as I can, because I want a lot of time to refine the shapes and small details. I am still going for a feral/realistic look. (lol, Wish me luck)

The only problem is: I live in Michigan, and it is winter...Which means no spray adhesives because I can't get ventilation without making it freezing cold. I don't think I want to use hot glue to attach the foam to the balaclava because it would likely be very uncomfortable, and might melt under the heat and stress of wearing it all day. :/

I was wondering if there was an alternative adhesive that I could use that could give a strong but flexible hold? Would fabric glue or Rubber Cement work? I want to avoid hand sewing on this fursuit as much as I can. (I FAIL at hand-sewing XD)

Any suggestions? :)
