Hoof problem

So I spent most of last night trying to help my friend get the big foam hooves she bought from DVC attached to a pair of shoes. She was so super excited to get them but when she got them she was like...uh....now what? WTB instructions many stacks. So I basically installed them by wrapping the shoe in a little foam on top and using the great mat for a foot bottom, I used what I always use, e-6000, and left it to cure for a few hours while I did other stuff.

I went back to check on them and the e-6000 did a great job of gluing the shoe to the foam but had zero effect on gluing the hoof to the foam. I scuffed up the foam, I tried to scuff up the hoof but I might as well have used a craft glue stick. The glue seemed to have soaked into the hoof itself. Well, I applied a second coat and am gonna go back to check on it this afternoon but it wasn't seeming to stick again. If it doesn't work I'm at a loss of what to do. I'll have her e-mail the seller but I know she is so amazingly busy so I figured I would ask here too. So my questions

Is there something that would work better as adhesive?

If there isn't a way to glue the foam to the foam what else could be used as feet bottoms?
