Head Armatures?

So. Before I ask my question--

Yes, I do know that the Styrofoam heads sold at Hobby Lobby are way too small to be used accurately.

My question is, is it possible to build it up to be big enough? Using like..batting or something? Newspaper? I 'unno, just an idea.

No, I cannot order online to get a good armature, so I'll have to work with what I have. I was thinking of taking a Styrofoam head, building it up a good bit, adding some length to the neck (not sure how I'll do that, hehe...) and then secure it to something..

Does this sound like a good idea? I need to figure some way out for help with my balaclava heads. ;-;
