stars on hair?

I'd really like to make a suit of my fursona at some point, but im having a hard time figuring out how id make some of his markings.



Specifically his hair and tail ;w;'' for the gradient, i might just try dying fur if i cant find the specific colors, but the stars is where im having an issue. I was thinking to just cut them out of felt and glue them on but that would probably looks pretty weird and they could fall off,,

so i guess im just looking for suggestions on how i would do the stars and not have them look odd
