Fleece Bodysuit

Hey there!
So after a sudden cancellation of a summer con, I've gotten nearly 3 months to work on a brand new cosplay. I thought long and hard and I've decided I'm going to go with the pokemon Garchomp.
So far Ive got the concept art down, both the original front and side views and a cleaned up side view. I put both of them in this dropbox folder, along with a reference picture of Garchomp.

I plan on making him entirely out of fleece as far as the body goes. My main concern though isn't the head (theres plenty of advice for those on here) but there is almost nothing for the bodysuit. As you can see, there will be general padding to it. I plan on gluing foam padding onto a lycra bodysuit (canine hybrid style inspired) and trying to cover the whole thing in fleece via spray adhesive and sewing.

My main concern is how to not let the bodysuit be baggy. I was kind of planning on making a test suit by having a friend drape my test fabric over me while wearing the padded lycra-suit. Then pin around me and then I sew it up. Then its just a matter of drawing on what markings to cut out, and then transferring it over to my fleece suit fabric.

Would this work?? Anyone have any advice on working with fleece for a fullbody suit.
