Moving jaw on an odd shaped face?

I wound up not making the suit that I had planned due to not being able to get the fur I needed (The rabbit swatch I recieved was scratchy and has some kind of sticky gunk on it and fabric.com was sold out of all the shortpile colors I needed). So I ordered different fur and started on a different character I had been planning to put off for a while.


I already made most of his headbase, though it still needs a little modification to smooth things out and to add the 'spikes' that will support where his mane sticks up. However, I realized I would like to have his jaw move since I have a noise maker I plan to use for his voice and it looks a little odd when his face is just perfectly still when I use it.
The nose, teeth, and eyes are all paper placeholders. His ears don't need a foam base just yet since I plan to have a posable wire frame for them.
Has anyone made a moving jaw for a character like this without having to break the chin area off from the rest of the face?
