New to LJ, but I need help!

Hi there! I'm new to LiveJournal, and this is my first post! I already need help with something...
So I will soon be making a sergal tail for my Yurei fursuit, but I'm not sure about some things. It will be around 3 feet long (maybe a little more, and it will drag a little), and it will be attached to the suit with a belt so it can also be used in a partial. It wont be a stiff tail with armature or anything, so it will be floppy. I was wondering what kind of stuffing would work best? I need something that is resistant to mildew and getting gross in general in case it accidentally gets wet (it rains quite often where I am)

Since it will have a thick base, should there be something stiff to be at the base to keep it flat there? Or will it hold itself flat at the base? And what makes the best belt loops? I've heard elastic and other things but I wanted to see what works best for larger, heavier tails.

Since I'm planning on giving it a little curve towards the base of the tail (so it doesn't simply bend and change the placing of the stuffing) would it be a good idea to get a pattern for my tail from making a foam blank of it first, then using duct tape to make a pattern (like a DTD)?
