Suits for suits

So, for this year's FWA I am creating partials for my sister and I to wear. One is a silver fox with a skeletal face, the other is a pigeon griffon. Both characters will be wearing gangster-inspired suits and vests, with the fox topping out with a hat and cane.

My question is for the sizing of the suits. I know that you are supposed to select clothing that will fit the character, not the actor, and thus we should go a bit on the large size. However, as these are partials there will be nothing underneath to help bulk out the suits, and I'm afraid an oversized suit will just look sloppy hanging off of us.

Due to the foot style of the partials, I'll be making a pair of slight digitigrade padded legs, just to emphasize the shape of things. Should I do something similar for the chests? I'm not worried about shoulders, as the suit jacket for the fox has padding there and the griffon's shoulders are fluffy. I'm worried, however, that chest padding will make things far too hot for us to cavort comfortably. I also don't want to end up over-emphasizing the chest and changing the gender of the characters (both are male).
