Wobbly Horns. Are they Okay?

So I am working on making some removable horns for my fursuit head using magnets, and I have come to the point where I need to mount them into the head. The only problem is, it is a foam head. I do not really have anything to firmly attach the horns too, and since I didn't really plan from the start of the head how it was I was going to put the horns on there isn't much for structural support.

Question one is this: Is it bad for the horns to be wobbly? They bounce a bit when I walk, and when I move the head around. Also if it is okay for it to be bouncy, then any idea for how to glue the magnet base in. I was hoping that hot glue would work, but im starting to have some doubts. The bases push into the foam pretty stiffly, but not nearly enough to hold em in.

Question two: Is there a way to make a more solid mount without having to remove the whole top of the head?
