With the help of a couple furs, I've come up with a way to create my fursuit's head hair by using long fur.
This is how I did it:
First I cut long strips of fur

Then I rolled and glued the side edges of the pieces

Then I glued the fur down piece by piece. I chose to do three first, then added from there

Then I cut some smaller pieces

Then, again, I rolled and glued the edges. But this time I also rolled the top of the pieces

Then I got this after using those techniques:

For the back I did things the same way as the front but with longer strips and I tucked the bases of the first pieces under the back of the front hair

Then after adding all of the pieces, I got this

Then I cut out some smaller triangle pieces (these are for the top of the front hair). Again rolled and glued the edges and rolled and glued the top edge as well
