Question about shaving head + adding whiskers

Ok, thanks for bearing with me over the weeks as I've been working on this first fursuit.

I'm at the step where I want to shave the face. However, I still need to attach the whiskers. However however, I think based on reading the memories that attaching them from inside would be best...and once I do that, shaving the muzzle will be hard. However however however, if I attach the fur to the foam with glue so it is stable for shaving, then I'm going to have a hard time getting the whiskers in.

Anyone experienced wish to help me stop flailing in indecision?

I was thinking I could probably glue it firmly down around the eyes and top of the head, and either glue lightly or pin it down on the muzzle to allow me to flip it up and install the whiskers...but I wanted to see what people said first.
