So in an unfortunate accident involving a Nazgul and a ritual my LARP character lost her left arm at my last major event, so I've made my next hobby project crafting her a new, monstrous arm with which to cast elemental magics, and settled on 'draconic' as a theme.

I'm currently sculpting out the foam padding on the hand around a glove, and the sleeve of an old top. Some of the claws have been installed and I am working on refining the whole thing. It looks somewhat...off to me though so some advice on what I might cut/add would be enormously appreciated. I was going for a sort of vaguely 'avian' effect with the shape.
Along with that I'm currently puzzling over materials for the outer part. I don't want a furry effect, but rather skin/extremely short fur and large scales. I was considering stretch velvet with some scales made from worbla but I've not worked with either so I may be barking up the wrong tree there.
What I am looking for effect-wise is something that will leave the foam muscles and knuckles and such with their intergrity still, rather than lost under something thick, and then a way to add chunky, non-uniform scales that lie flat against the arm. As it is a LARP item and the event is combat-orientated I can't have anything sharp or extremely solid sticking up. Foam, latex, and such is entirely fire to stick out away from the limb however.
Any ideas would be brilliant.
